The sword always cuts both ways - a few remarks on the side effects of regulations introduced under the influence of political pressure (within the context of Article 67 sec. 3 of the Local Referendum Act)

1.Introduction

It is assumed that self-government should be apolitical, far from influence exercised by any significant parties that fight for power in the country. What can be observed each year, though, is closer and closer connections of the parties with local authorities. Self-government elections are becoming a huge combat field between the biggest political scene groups. That is the reason why they may be interested in making particular changes in self-government election law in order to be able to reach the biggest influence possible in local authorities and then to maintain it as long as possible. It is them that are the interest groups which exercise influence on the legislator to make specific changes in self-government election law. In such a case it is not difficult at all as those groups sit in the Parliament, so they constitute the legislator. There are frictions that emerge only between particular political parties due to a greater or lesser vote force.
