The Role of the European Union in the Implementation of the International Metropolitan Policy (Based on Habitat III New Urban Agenda)

1. Introduction. Three international programmes currently influence cities, their policies, and legislation: the 2030 Agenda, the Habitat III New Urban Agenda, and the Paris Agreement. This article is an attempt to answer the question of whether, looking at the current role of cities, which results from the EU’s accession to the UN New Urban Agenda, adopted at the Habitat III conference, we can put forward a thesis about the beginning of federalisation in the EU or, rather, about the polycentricity in shaping EU policy and legislation relating to cities, or maybe still about just bicentricity in relations between the EU and the Member States. The report presented by the Commission on the implementation of the assumptions of the Habitat III program by the EU will help verify the thesis.
