1.Introduction

In present time, the legal system of any modern state is inherent to the analytical study of law. Legal theory, legal doctrine and jurisprudence are directed to the analyses of regulatory framework of the state and local self-government unites, as well as to the judicial and administrative practice . They are looking to the general principles of the legal system, and trying to settle manner in which new laws have to be enacted. They also suggest the way on which doubtful cases have to be solved. The purpose of the scientific analyse of the law is to develop existing legal order and make the law more predictable. Thus, any modern state puts special care on the legal doctrine, which should improve regulatory framework and the legal practice, but also make regulation in the society closer to the justice.
