Crisis situation as a determinant of anti-crisis measures at the district level

1.Preliminary remarks

Each state appoints different institutions, assigning them specific competences, to provide broadly understood security . These institutions, as a result of various events, take appropriate action within the assigned tasks. These are both rescue measures (flood protection, environment, life, health) as well as public order, law enforcement. Until these events are of a mass character, they do not jeopardize the stability of the state, region or community, it is assumed that we are not facing a crisis . The legal basis for crisis response is the Law of 26 April 2007 on Crisis Management .

2.Doctrinal and Legal Concept of Crisis Situation

Various definitions of crisis situations can be found in the subject's literature. According to Piotr Sienkiewicz and Piotr Górny, the crisis situation is a „systemic situation characterized by an accumulation of threats (internal and / or external) resulting in the loss of the normal state and the potential for disruption of basic system features (eg stability, balance, controllability, efficiency,...
