Permission to privileged vehicle traffic is given in the context of administrative discretion, while complying with the conditions listed therein, and therefore, if the vehicle is used in connection with saving human life or health. The privileging of the vehicle on the road is not determined, therefore, the actual use of the vehicle. Recipe yield 1 of Article 53 Section 12 of the Act – Road Traffic Law justifies the issuance of authorization to use the vehicle as a preferred in cases of actual direct actions related to saving human life or health.
