The crisis management system at the central level in Poland - de lege lata and de lege ferenda

1.Introduction

In Poland, by the year 1997, some legal standards governing the issue of crisis management were the rules on civil protection. Its shape was governed by the Act of 21 November 1967th on the universal duty to defend the Polish Republic .

Devastating flood in our country (1997) showed irregularities in the operation of crisis management system, which led to the appearance in the next few years a number of proposals for changes to legal and organizational solutions in the field of crisis management system . In this regard, it is important to notice that from 2001 to 2005, both the draft bill on citizens' safety and crisis management , and the second is a government bill on crisis management , have had an impact.
