Augustyniak Monika, The committees in district councils in Poland and France

The issues raised in this article represent the organization and the tasks of standing and ad hoc committees operating within the internal organization of the district council in Poland and France. District council as the legislative and control body exercises the authority at the local level through the establishment of substantively specialized teams appointed to implement specific tasks designated by law or the bylaws of the district.

Committees of the legislative bodies, both in Poland and in France, are collegial bodies, which have competence related to issuing opinions and submitting the applications as well as the competence connected with resolution-passing and control activities (e.g. in summary grievance proceedings). They have a supporting role in the proper functioning of the district council, being the first plane of a debate on supra-local matters within the scope of activities and competence of these units.
