The committees in decision-making body of the province in Poland and France in the light of the principle of openness and forms of its realization

1.Introduction

The authority in the province, both in Poland and in France , is exercised primarily by the „secondary” subject of authority, namely by the bodies of the province which carry out their duties and responsibilities at the regional level through the establishment of the committees. The committees are substantively specialized bodies serving the purpose of the implementation of specifically defined tasks, described by statute or regulations of a particular local government in the province. Committees of decision-making bodies in both the Polish and the French legal system play a supporting role in the proper functioning of the decision-making body of a given unit, being the place of debate on matters falling within the competence of these units.
