Manipulating local government election law or in fact necessary changes?

1.Introduction

The premise is that changes in law are made in order to amend and improve existing regulations. It is so as what is striven after is making the law more and more perfect, reliable, explicit and eliminating lacunae. However, it is often the case that when amending some juristic acts, being even guided by just reasons, the legislator forgets about the fact that acts do not remain isolated but they are a part of the whole complicated legal system. Therefore, one significant change often requires many further changes because otherwise it will do more harm than good and at the best a new solution will remain an illusion. For sometimes necessary changes are not made in the very act which is being amended, which consequently makes it often already internally contradictory and thus it is impracticable. Therefore an amendment requires great responsibility, the ability to assess the effects it will produce and consistent further action, which is, unfortunately, a very difficult task. That is...
