European Commission's decision in Telekomunikacja Polska (TP) presents an exceptional point of reference in assessing the Commission's modernised approach to exclusionary abuses set out in the 2009 Guidance on enforcement priorities in applying Art. 102 TFEU to exclusionary conducts.
