Do konkretnego identyfikowania wszelkich informacji prawnych oficjalnie udostępnionych on-line w Europie ELI wykorzystuje "URI HTTP". Takie URI opisuje się formalnie za pomocą nadających się do przetwarzania automatycznego szablonów URI (IETF RFC 6570), z wykorzystaniem elementów obejmujących treści semantyczne zarówno z punktu widzenia prawnego, jak i z punktu widzenia użytkownika końcowego. Każde państwo członkowskie przygotuje własne, samoopisujące URI, stosując opisane elementy oraz uwzględniając konkretne wymogi językowe.
Wszystkie elementy są opcjonalne i mogą zostać wybrane na podstawie wymogów krajowych; nie są ustawione w żadnej kolejności. By umożliwić wymianę informacji, wybrane szablony URI muszą zostać udokumentowane z zastosowaniem mechanizmu szablonów URI, zob. poniższy przykład:

Podczas gdy ustrukturyzowane URI pozwala identyfikować akty z wykorzystaniem zbioru określonych elementów, przypisanie dodatkowych metadanych utworzonych w ramach wspólnej składni ustanowi podstawę propagowania wymiany i zwiększy interoperacyjność systemów informacyjnych prawnych. Identyfikując metadane opisujące kluczowe charakterystyki zasobu, państwa członkowskie będą mogły ponownie wykorzystywać na własne potrzeby właściwe informacje przetworzone przez innych, bez konieczności ustanawiania dodatkowych systemów informacyjnych.
Z tego względu, mimo że państwa członkowskie mają swobodę zastosowania własnego schematu metadanych, zachęca się je do stosowania standardów metadanych ELI, z wykorzystaniem współdzielonych, lecz rozszerzalnych tabel odnośnych organów, co pozwala na spełnienie konkretnych wymogów. Schemat metadanych ELI ma być stosowany w połączeniu ze spersonalizowanymi schematami metadanych.
By wymiana danych była efektywniejsza, elementy metadanych ELI mogą być łączone w ciągi zgodnie z zaleceniem W3C "RDFa in XHTML: Syntax and Processing".

Ontologia to "jednoznaczna, formalna specyfikacja wspólnej konceptualizacji", zapewnia ona formalny opis zbioru konceptów i zależności między nimi w danej domenie. Opisując właściwości prawodawstwa i ich relacji w przypadku różnych konceptów, umożliwia podobne rozumienie i uniknięcie dwuznaczności terminów. Jako że jest to formalna specyfikacja, nadaje się do bezpośredniego przetwarzania automatycznego.
ELI jako taki korzysta z dawno ustalonego szablonu "Functional requirements for bibliographic records" (FRBR, http://archive.ifla.org/VII/s13/frbr/), uzgodnionego z innymi obecnymi inicjatywami normalizacyjnymi w tym obszarze. FRBR rozróżnia koncepcję "pracy" (odrębna kreacja intelektualna lub artystyczna), "ekspresji" (intelektualna lub artystyczna realizacja pracy) i "przejawu" (fizyczne ucieleśnienie ekspresji).
